Dick was a longtime Louisville Police Captain who served the local community. He was the WAVE sky copter traffic reporter and went to be with his heavenly Father on December 17th, surrounded by family and friends. Dick was a Navy Veteran who retired from the Louisville Police Department after 36 years of service. He received numerous citations and commendations throughout his police career. He was an avid golfer and loved to fish.

Dick was a loving husband to Judy for 41 years. He was a brother; father to Mike Tong, Stephen Tong (Sarah), Joe Tong (Juel), Lori Rapson and David Renfro (Rebekah); 7 grandchildren and 11 great-grandchildren.

Visitation will be Thursday, December 22nd, from 12pm-8pm at Highlands Funeral Home, 3331 Taylorsville Rd. His funeral Service will be 11am Friday at the funeral home with entombment to follow at Resthaven Cemetery.

The family requests that visitors wear masks. In lieu, of flowers donations can be made to the Alzheimer's Association.
