Obituary for Richard F. Casey, Jr.

Richard F. (Rick) Casey, Jr., 66, son of Richard Casey Sr. and Gilberta Joyce Casey (both deceased), passed away in his home on May 29, 2018, after a courageous battle with myeloma.

Born January 12, 1952 with a rare eye condition, he encountered numerous obstacles throughout his life and not only conquered them but excelled at everything he did. He graduated from St. X High School, Centre College, and U of L Law School.

In 1978 he joined the staff of KY. Higher Ed. Assistance Authority (KHEAA) as General Counsel and was also responsible for legal affairs of the KY. Higher Ed. Student Loan Assoc. (KHESLC). In his 29 years of service to these entities they grew from providing 100 million dollars of financial aid to students to comprehensive organizations with authorization to issue up to 5 billion dollars of student loan revenue bonds and were servicing 8 billion dollars in student loans when he retired in 2007. Rick authored numerous pieces of federal and state testimony for CEO's and other members of the organization and also testified himself before legislative committees in support of student aid programs. He was widely regarded as an authority on federal and state student financial aid law.

Rick loved animals and in retirement became a docent at the Louisville Zoo. He was widely known for his offbeat, brilliant sense of humor. He was kind, gentle, and generous and made a lasting impact on everyone who was lucky enough to know him.

Above all, he adored and was adored by his family. He is survived by his sister Joyce Hagan, his nieces Jeannine Hoover, Colleen Crandall, and Jennifer Hagan, great nephews Robert and Paul Fernandez, Casey and Conner Crandall, and Charlie Sturgell, great nieces Gina Fernandez, Allie and Sammie Sturgell.

Visitation will be from 2:00 -7:00 p.m. Sunday, June 3, 2018 at Highlands Funeral Home, 3331 Taylorsville Rd.

His funeral Mass will be at 10:00 a.m. Monday at St. Martha Catholic Church, 2825 Klondike Ln. with burial at St. Michael Cemetery.

In lieu of flowers, Rick requested donations be made to St. Jude's Children's Hospital or Best Friends Animal Society (bestfriends.org).
