Condolence: The Carter family is very special to us. From being great neighbors to having Scott as a teacher for one of my sons, they are just great people. I have a great memory of Bill rushing over toward my house when a passerby stopped to try to sell something. He was very concerned and wanted to make sure my son and I were safe. He was always friendly and could make us laugh. He had those "smiling eyes". We are blessed to have known him and have him and his family as neighbors and friends.
Rest in Peace, Bill, you will be missed. God Bless this family in their time of sorrow. May you find comfort in knowing he is in a much better place.
